The Government will not prohibit the circulation of combustion vehicles on that date, but the municipalities and autonomous communities may do so. In 2030, it will be necessary to have an important quota of "zero or low emissions" vehicles, but the draft of the law does not specify it. This will be established in the Integrated National Energy and Climate Plan, which will be ready by the beginning of December. The law puts transport emissions in the spotlight, according to the ministry, because they have not stopped growing throughout Europe in recent years despite what is contemplated in the pacts to contain climate change.
